On 9 December 2020, Budimex signed a contract with the Białystok branch of the General Directorate for National Roads and Motorways for the design and construction of the S19 expressway on the section from the Białystok Zachód junction (without the junction) to the Białystok Księżyno junction (with the junction). The net value of the investment is PLN 469.1 million.

As part of the task, a 16.65 km long dual carriageway road will be built, with a 2×2 cross-section, adapted to heavy traffic (category KR6). According to the assumptions, two junctions will be built – the first of them is Białystok Starosielce, where the county road No. 1535B will intersect with the S19 expressway, and the junction constructed here will provide relations at the entrance to one of the main streets of Białystok – ul. Popiełuszko. The second junction is Białystok Księżyno, where the S19 will intersect with the provincial road No. 678. The task will also include the construction of the Motorway Service Area (Czaplino), the Road Circuit, 24 engineering structures, including two railway crossings.

– Eighty percent of the implemented road contracts are completed ahead of schedule. This is the first contract starting the run of Via Carpatia in the province of Bydgoszcz. Podlaskie. The road will be built in the “design and build” formula. We are just starting the design, after which we will apply for a ZRID for this investment. We estimate that we will start construction works in mid-2022 – says Artur Popko – Vice-President of Budimex SA.

The design and construction of the aforementioned section is part of the so-called Białystok Southern Bypass and the Via Carpatia international transport corridor, connecting Klaipeda in Lithuania with Thessaloniki in Greece. The construction of the S19 route is the most important Polish section of this route.

Budimex is also implementing other road projects in Podlasie. One of them is m.in. construction of the S61 expressway on two sections – Suwałki – Budzisko and Wysokie – Raczki. In turn, in 2019, the general contractor commissioned the Independence Route, i.e. the western bypass of Białystok.
