Consortium of Budimex and Ferrovial Agroman selected for the construction of the next section of the S7
On 17 March 2015, the Olsztyn Branch of the General Directorate for National Roads and Motorways announced the selection of the bid of the consortium of Budimex (95 per cent, leader) and Ferrovial Agroman (5 per cent) for the construction of the S7 expressway on the Miłomłyn – Olsztynek section, the Ostróda Północ – Ostróda Południe subsection along the S7 road, along with the construction of the Ostróda bypass on the national road No. 16. The offering has a net value of PLN 1.072 billion.
13 March this year The District Court in Olsztyn upheld the ruling of the National Appeals Chamber concerning the abnormally low price proposed by the consortium of Salini Polska and the Italian Salini Impregilo and Todini Costruzioni Generali, and dismissed the complaint of the Italian company Astaldi, which, according to the contracting authority, presented a bid inconsistent with the Terms of Reference. As a result, GDDKiA chose the offer of the consortium of Budimex and Ferrovial Agroman.
– We are happy to have chosen our offer. And since we are building reliably and on time, both the investor and the drivers will be satisfied – said Krzysztof Kozioł, spokesman for Budimex SA.
The scope of work includes the construction of:
- 9.7-kilometre section of the expressway (beginning before Ostróda, ending in Górka, road with two lanes, each dual carriageway);
- Ostróda bypass – main road for accelerated traffic, 8.7 km long, in the line of national road No. 16 (beginning of the bypass in Ornów, at the intersection with national road No. 15, end in the area of the Ostróda Południe junction, road with two lanes, each dual carriageway);
- two road junctions:
– Ostróda Północ – at the intersection with the provincial road No. 530 Ostróda – Łukta – Dobre Miasto (the junction will provide all turning relations);
– Ostróda Południe – at the intersection with the planned Ostróda bypass (national road No. 16) and the existing national road No. 7/16 in Górka, in the area of the existing junction at the intersection of these two roads;
- economic, service and collective roads;
- 15 engineering structures, including four of a special nature:
– a combined bridge over Lake Pauzeńskie in the line of the S-7 road, 343 m long, three-span,
– bridge – flyover over the Drwęca River, passing through the nature reserve and over the railway line (in the line of the S-7 road), 561 m long, nine-span,
– viaduct at the intersection of roads No. 7, 16 and 15 located at the Ostróda Południe junction, 80 m long,
– extradosed viaduct/bridge in the line of the S-16 road, four-span, with a total span length of 677 m,
– three monolithic retaining walls with a height of up to 6 m.
- environmental protection equipment, rainwater drainage, lighting;
- reconstruction of conflicting technical infrastructure.
Budimex will have 20 months to complete the investment (excluding winter periods from 15 December to 15 March). This is the company’s second contract for the construction of the S7 expressway. In November last year, Budimex signed a contract for the construction of a 9.4 km section of this road from Miłomłyn to Ostróda.
The S7 expressway is of great importance for Polish. Ultimately, it will connect the northern regions of the country with the southern ones, as well as the agglomerations of Gdańsk, Warsaw, Kielce and Kraków.
