\n On\u00a09 February, the Municipal Waste Disposal Plant in\u00a0Bia\u0142ystok was officially opened, where electricity and heat will be\u00a0produced thanks to\u00a0thermal waste neutralization. The installation is friendly to\u00a0the environment and the residents of Bia\u0142ystok. It is an element of the emerging modern waste management system, which also includes the implementation of selective waste collection and the construction of a\u00a0sorting plant at\u00a0the landfill in\u00a0Hryniewicze. The construction of the CWDP is the largest investment in\u00a0the Podlaskie Voivodeship in\u00a0recent years. <\/strong>\n <\/p>\n

Bia\u0142ystok is one of the first cities in\u00a0Poland whose authorities have seriously treated the problem of adapting waste management to\u00a0European regulations. The EU\u00a0policy assumes the maximum reduction of the amount of waste landfilled in\u00a0the traditional way.<\/p>\n

\n Lech is implementing the project on\u00a0behalf of the City of Bia\u0142ystok<\/strong>\n <\/p>\n

In\u00a02010, the Municipality of Bia\u0142ystok entrusted the municipal company \u201cLech\u201d with the implementation of the project \u201cIntegrated waste management system for the Bia\u0142ystok agglomeration\u201d, the most important task of which was the construction of a\u00a0municipal waste incineration installation. The company will also manage the newly built facility.<\/p>\n

The construction was carried out by\u00a0a\u00a0consortium of companies: Budimex S.A. (consortium leader), Keppel Seghers Belgium N.V. and Cespa Compania Espanola de\u00a0Servicios Publicos Auxiliares S.A. The contract provided for the design of the installation and then the construction, which lasted 751 days. A\u00a0total of 2000 people participated in\u00a0it. During the period of the most intensive assembly work, there were 457 people on\u00a0the construction site every day.<\/p>\n

On\u00a031 December 2015, in\u00a0accordance with the agreement, the facility was taken over by\u00a0the \u201cLECH\u201d company from the contractor: \u2013 The construction of the CWDP in\u00a0Bia\u0142ystok in\u00a0record time and the fulfilment of all guaranteed parameters confirm Budimex\u2019s responsible and effective approach to\u00a0the implementation of investments in\u00a0the energy sector<\/em> \u2013Says Piotr \u015awiecki, <\/strong>Director of Power and Industrial Construction at\u00a0Budimex. \u2013 Thanks to\u00a0this project, we\u00a0have expanded our competences. Our long-term goal is the strong position of Budimex as\u00a0an EPC (Engineering, Procurement and Construction) company in\u00a0the broadly understood energy sector.<\/em><\/p>\n

\n Co-financing of the project from the European Union <\/strong>\n <\/p>\n

The total cost of the project \u201cIntegrated waste management system for the Bia\u0142ystok agglomeration\u201d is PLN 393 million net, of which the construction of the CWDP in\u00a0Bia\u0142ystok \u2013 PLN 333 million. For the implementation of the entire project, the \u201cLech\u201d company obtained PLN 210 million from the European Cohesion Fund, under Measure 2.1 Comprehensive projects in\u00a0the field of municipal waste management with particular emphasis on\u00a0hazardous waste of the Operational Programme Infrastructure and Environment. PLN 164 million comes from a\u00a0grant from the National Fund for Environmental Protection and Water Management.<\/p>\n

\n Electricity and heat from waste<\/strong>\n <\/p>\n

The CWDP is able to\u00a0process 15.5 tons of waste per hour, i.e. up to\u00a0372 tons per day. Up to\u00a0120 thousand of them can be\u00a0thermally neutralized for a\u00a0year. tons of municipal waste.<\/p>\n

Thanks to\u00a0the technology used, it will be\u00a0possible to\u00a0produce approx. 38 thousand MWh of electricity and approx. 360 thousand GJ of heat energy that will go\u00a0to\u00a0the municipal heating network and will be\u00a0used for own needs. This amount of electricity can power about 16 thousand. households, and heat energy in\u00a0winter to\u00a0heat about 875 single-family houses.<\/p>\n

The CWDP is to\u00a0receive mixed municipal waste from Bia\u0142ystok and nine neighbouring municipalities. It is also assumed that residues from the waste sorting process will be\u00a0accepted, the calorific value of which is above 6 MJ\/kg and, in\u00a0accordance with the regulation of the Minister of Economy, they cannot be\u00a0landfilled. The first transports of waste arrived at\u00a0the facility at\u00a0the end of September, when the contractor began the so-called \u201cWaste Transport\u201d. hot start-up of the installation.<\/p>\n

\n Environmental protection at\u00a0the highest level<\/strong>\n <\/p>\n

\u2013 Environmental protection is a\u00a0priority in\u00a0the design and operation of the CWDP in\u00a0Bia\u0142ystok. The facility is equipped with a\u00a0flue gas treatment installation (FGD) that captures and neutralizes pollutants and toxic compounds<\/em> \u2013 says Micha\u0142 Stefanowicz, <\/strong>President of the Management Board of PUHP \u201cLECH\u201d in\u00a0Bia\u0142ystok, which is the investor and manager of CWDP \u2013 The installation cleans flue gases from nitrogen oxides (NOx), acid pollutants, heavy metals, dioxins and fiurates, and dust. As\u00a0a\u00a0result, exhaust gas emissions are at\u00a0a\u00a0minimum level, far from the permissible values set out in\u00a0the Regulation of the Minister of the Environment on\u00a0emission standards from installations.<\/em><\/p>\n

The exhaust fumes are constantly monitored by\u00a0Lech\u2019s services and environmental protection inspectorates. The CWDP in\u00a0Bia\u0142ystok also uses state-of-the-art solutions that prevent unpleasant odours from the waste unloading hall from escaping to\u00a0the outside \u2013 thanks to\u00a0the vacuum generated, they are sucked inside the building. Therefore, they are not burdensome to\u00a0the environment.<\/p>\n

\u2013 The construction of the CWDP and the creation of a\u00a0modern waste management system is a\u00a0benefit not only for the current residents of Bia\u0142ystok and the Bia\u0142ystok agglomeration, but also care for future generations who will be\u00a0able to\u00a0enjoy a\u00a0good condition of the environment \u2013 adds Micha\u0142 Stefanowicz, <\/strong>President of the Management Board of PUHP \u201cLECH\u201d.<\/p>\n

\n The first incineration plants in\u00a0Poland<\/strong>\n <\/p>\n

The CWDP in\u00a0Bia\u0142ystok is one of the first to\u00a0be\u00a0put into operation in\u00a0Poland and was the first in\u00a0the country to\u00a0receive an occupancy license. Similar installations were launched in\u00a0Bydgoszcz and Konin. This year, they are to\u00a0be\u00a0ready in\u00a0Pozna\u0144, Krak\u00f3w and Szczecin. In\u00a0Western Europe, there are approx. 400 waste incineration plants.<\/p>\n
