– The Polish railway system is one of the largest construction sites in Europe. A great support for railway investments will be the unblocking of funds from the National Recovery Plan.  If we want to implement the planned investments from the National Railway Programme and the National Railway Programme until 2030 worth PLN 100 billion, it is worth intensifying the announcement of further tenders – said Artur Popko, President of Budimex SA, during the European Economic Congress.

The President of Budimex was a speaker at the panel Market and railway infrastructure in Poland.  Participants of the discussion:

  • Tomasz Mostowski – Strategy Director at PKP Cargo
  • Piotr Malepszak, Undersecretary of State, Ministry of Infrastructure
  • Krzysztof Niemiec, Vice President of the Board, Track Tec SA
  • Waldemar Wójcik – Member of the Management Board of Strabag
  • Piotr Wyborski – President of the Management Board of PKP PLK
  • Artur Popko, President of the Management Board, General Director, BUDIMEX SA

Artur Popko emphasized the importance of certification in tenders. – We should follow the example of other EU countries and promote companies from the EU and NATO area. Currently, contracting authorities from outside this area are treated in tenders in the same way as companies that have potential in Poland, have invested in equipment, education of young people, employees, etc. – emphasized the President of Budimex.

The participants discussed the modernization and investments in the rail transport system, the competitiveness of railways in relation to road transport, financing investments from the Railway Fund and how to optimally plan the inflow of EU funds to the Polish railway investment market.

Panel participants stressed the importance of increasing the accessibility of the rail system for freight transport. The share of railways in cargo transport in relation to roads in Poland has been decreasing for many years.

The new National Railway Programme assumes long-term investments in the Polish railway system until 2030 at the level of PLN 100 billion.

The implementation of the investment under the KPK 2030 is to result in fast connections. For the first time in history, passenger train travel at a maximum speed of 250 km/h will be possible on the Polish railway network. The first sections with such a maximum permissible speed will be:

Railway line No. 4 (Central Railway Line),

The Ełk – Suwałki – state border section, which is a part of the E-75 Rail Baltica international transport corridor.

By adapting a number of sections to the speed of 120-200 km/h, the travel time will be significantly reduced on such routes as:

Warsaw Central – Kołobrzeg,

Warsaw Central – Ełk,

Warsaw Central – Radom – Kielce – Kraków Główny,

Kraków Główny – Nowy Sącz,

Białystok – Gdańsk Główny.

By the end of 2030, it is planned to electrify almost 1400 km of railway lines, which will allow for the launch of connections from modern and comfortable trains.
