The Port of Gdynia is doubling the capacity of the fuel terminal. Its expansion and modernization will be carried out by a Polish company: Budimex

The Port of Gdynia Authority S.A. has today signed an agreement with Budimex SA for the implementation of the project “Extension of the Liquid Fuels Transhipment Station (SPPP)”. This is the official start of one of the most important infrastructure investments in Polish seaports. It will strengthen the country’s energy security, enabling the operation of tankers with almost three times the carrying capacity of the terminal, doubling the annual capacity of the terminal, and creating a coherent, disruption-resistant infrastructure system together with the nearby PERN Fuel Base

The contractor for the extension of the Liquid Fuels Transhipment Station was Budimex S.A., selected in a tender procedure conducted by the Port of Gdynia. The contract was awarded on the basis of the prepared concept and the Functional and Utility Program
developed by the AQUAPROJEKT Studio.

“We are implementing one of the key investments in the field of fuel infrastructure in Poland. The scope of work is technologically advanced, and carrying out works exclusively from water requires perfect coordination and precise planning. Budimex has experience in robots
and we know how important the safety and reliability of port infrastructure is. We are glad that we can co-create a new stage in the development of the Port of Gdynia,” says Cezary Łysenko, Member of the Management Board of Budimex.

The investment is carried out in the “design and build” formula, which means that Budimex is responsible for both the preparation of the full design documentation and obtaining the building permit, as well as the execution of construction works until the occupancy permit is obtained. The environmental decision has already been obtained by the PGA.

“We are glad that Budimex – an experienced Polish company with which we cooperate with full confidence – will be a partner in the implementation of SPPP. For us, it is not only a guarantee of reliable performance, but also a real contribution of port investments to the development of the national economy and jobs – emphasizes Piotr Gorzeński, President of the Port of Gdynia Authority S.A.

The value of the investment is PLN 174 million gross. The documentation and obtaining the building permit will be created within 450 days, and the completion of the works — according to the schedule — is planned for the third quarter of 2028.

– The Port of Gdynia is entering the next stage of development. At the same time, work is already underway on a new intermodal terminal, which will strengthen Polish’s role in European transport corridors, and today we are launching an investment crucial for the country’s energy security. Together, they create a coherent direction of change – a port that is modern, resilient and ready for the challenges of the coming decades,” says Piotr Gorzeński.

Three times larger ships, twice as many transshipments

The project assumes the construction of a new docking platform, additional mooring and buffer yards, new fire monitors and a new pumping station building, including the current infrastructure. What is extremely important, the construction works will be carried out without shutting down the operation of the existing transshipment station, maintaining its normal operation, which will be a challenge for the Contractor. It is also planned to carry out dredging works (the technical depth of the site will be increased to 17 m), strengthen the hydrotechnical infrastructure and adapt the system to handle large tankers
LR2 class: vessels with a length of about 300 meters and a load capacity of up to 170 thousand DWT.

After the completion of the modernization, the annual capacity of the station will increase from 3.2 million tons to 6 million tons, which means a more than twofold increase in handling capacity.

A common, efficient system thanks to cooperation with PERN

The task carried out by the Port of Gdynia is complementary to the investment of the PERN Company, including the expansion of the Fuel Base in Dębogórze. Both companies have signed an agreement in this regard, thanks to which the modernization of the SPPP and the development of the PERN infrastructure form a single, coordinated system ensuring higher efficiency and resilience of the domestic fuel supply chain.

The largest fuel depot in Poland in Dębogórze and the SPPP in the Port of Gdynia act as interconnected vessels. The port investment is part of a common system which, after the expansion completed this year – including new tanks with a capacity of 150,000 m³ and the modernization of the railway refuelling station – has significantly increased its storage and distribution capacity. This directly translates into the strengthening of the entire logistics system responsible for supplying the country with liquid fuels.

At the same time, the Port of Gdynia is carrying out a number of significant infrastructure projects that strengthen its capacity, energy efficiency and readiness for further development.

Key activities include:
1. Intermodal Terminal (under construction)

The new CEF-funded terminal includes approximately 2.7 km of new tracks, 30,000 m² of manoeuvring yards and infrastructure to increase the share of rail in cargo handling.

2. Onshore Power Supply (OPS) Infrastructure

The port is developing a system for powering ships from the shore – a 3.5 MW OPS point is already in operation, and further locations and new energy infrastructure (GPZ, networks, transformer stations) are being prepared.

3. RES and energy modernization

The infrastructure of renewable energy sources is being expanded: photovoltaic installations in warehouses and port buildings, electrification of the technical fleet, replacement of heat sources with heat pumps and preparations for the implementation of energy storage facilities.
