Poland is entering the period of the largest investments in decades, and Budimex intends to play a leading role in it
Poland is entering a period of investments that will shape its economy for decades to come. The first nuclear power plant, new railway connections, airport infrastructure, energy transition and industrial development require not only multi-billion dollar financing, but also companies capable of conducting many advanced projects at the same time.
” In recent years, we have repeatedly faced rapid changes in material prices, disruptions in supply chains and rising investment costs. In such conditions, Budimex gained experience in increasingly demanding projects and developed its operations in new areas. This experience is our advantage today. In the case of the largest infrastructure investments, it is not only the executive potential that counts, but above all the ability to effectively implement the project, also when market conditions change,” says Artur Popko, President of the Management Board of Budimex SA.
According to Budimex forecasts until 2035. The domestic construction market will grow by 7-10%. The Group intends to increase its share in the segments that will drive this growth, while expanding its role in the investment process – from contract execution to participation in financing and infrastructure management.
” We want to grow even faster, increasing our share in the segments that will drive this growth and strengthening our position as a partner of the largest infrastructure projects. We have been preparing for this step for years. We invested in our own railway equipment, developed our service activities and entered new markets. Today, these decisions give us the strength to accelerate further. The new strategy is a continuation of this way of acting, with the ambition to grow on a much larger scale, because we are just gaining momentum,” adds Artur Popko.
From contractor to partner in strategic investments
Recent years have brought a significant change in the scale and nature of Budimex operations. The Group has developed competence in railway construction, gaining experience in the implementation of large transport hubs and tunnel projects, and at the same time expanded its activities to foreign markets. At the same time, it has entered new, strategic areas of the economy, including nuclear energy, infrastructure for the defense sector and data centers. In this way, Budimex expands the scope of its operations to include investments requiring specialist technical and technological competences, high safety standards and the ability to manage complex projects. The Group is also strengthening the services segment, investing in renewable energy sources and engaging in the development of its own assets.
A greater role in the entire investment process
The announced strategy is a consequence of these changes and opens the next stage of development. It assumes the use of the existing experience to expand the role of Budimex in the implementation of the investment. The Group wants to develop its business not only as a general contractor, but also as a partner participating in the wider process of preparation and implementation of projects. One of the directions is new business models, including public-private partnerships, which open up opportunities for involvement at earlier stages of projects.
” Over the years, we have been developing Budimex as a leader in the construction market. Today, our ambitions go further. We want to use our experience not only at the stage of investment implementation, but also earlier – where decisions are made about the method of their preparation and financing. This requires new competencies and a different approach to business. We will no longer be just a general contracting company, but we will increasingly evolve into the role of a developer of infrastructure projects,” says Artur Popko.
New markets and sources of growth
One of the priorities of the strategy is to further diversify the Group’s operations. Budimex intends to develop its presence in sectors where large public and private investments will be concentrated in the coming years.
Foreign activity also remains an important direction. The experience gained in Poland and the competencies developed in demanding projects are to form the basis for further strengthening the Group’s position on selected European markets.
” Poland remains our most important market, because we are a Polish company. However, we know what investment cycles look like: announcements are big, then procedures are prolonged, and then several projects are launched at the same time. Presence in several markets gives you more freedom of planning. We assume that by 2030. foreign activity will account for approximately 10-15% of the Group’s revenues,” explains Artur Popko.
Performance-based growth
The implementation of the new strategy is to be based on maintaining financial discipline, a selective approach to contracts and effective capital management. Budimex starts the next stage of development with a strong market position and experience in running multi-billion projects. In 2025, the Group generated PLN 9.44 billion in revenues and PLN 892 million in operating profit. At the end of the year, its net cash position amounted to PLN 2.6 billion. The company has been paying dividends regularly for eighteen years. The total value of funds transferred to shareholders since 2009 has approached PLN 7 billion.
” We have always based Budimex’s development on a responsible approach to risk and profitability. Today, we have opportunities to develop our business in new areas, but we do not intend to build scale at any cost. We want to focus on projects where our competencies give us a real advantage and allow us to create long-term value. Such an approach will be the foundation for the implementation of the new strategy,” says Marcin Węgłowski, Member of the Management Board of Budimex SA and Director of the Financial Division.
Ready to seize the next decade
Over the past few years, Budimex has been developing resources and competences that will determine the competitiveness of construction companies in the upcoming investment cycle. The new strategy is to enable them to be used on a larger scale – in new segments, in new markets and in more complex business models.
” In recent years, we have done a lot of work, the effects of which can be seen today in the capabilities of our organization. We have the experience, teams and facilities to take on more and more demanding projects. Now we want to use these strengths to build Budimex on an even larger scale and wider range of activities. We’re not starting this change today. Today we show where it will lead us – sums up Artur Popko.
